I think it's 3D. Look at the hands, especially the aliasing. Should it be tagged as such?

I think that is from layering. I've never seen a 3D model textured with brush-stroke lighting effects before.

It could be a 3D render with the artist doing manual coloring on the image in the post. Those lines on Homura's fingers and fingernails are very much resembling of a cel-shaded 3D render. Same applies to the angular shadows on the left hand.

I might be looking too much into this, but I just can't shake off the feeling that it's at least partially 3DCG.
