i think that's because of the censoring laws in japan.

don't have to black bar or mosaic anything out if nipples aren't showing, topples or not.

the dvd,BR releases sometimes add them back in.

Tbh, watching the series doesn't explain her being an air demon at all. The concept of her sucking blood and being elastic doesn't hold any "wind." Unless of course she's some kind of wacky-wavy-inflatable-tubewoman.
