This scene is from Relius's arcade mode. It follows up shortly after Ragna used the Idea Engine to beat Terumi in story mode, but refused to kill him, shitting on Terumi's plans (to shut down Takamagahara). Relius appears, and volunteers to do the deed, allowing Terumi to spirit out of his body.
