The text in this picture is from an entry in Isomura Tomomi's* blog where she remarked that Makoto placed very low — below Nago, in fact! — in a character popularity contest.
This was well before the release of Continuum Shift as well as her character DLC, though, and her role in Calamity Trigger was very minor so it's not exactly a big surprise. Still, with how many fans she's got now (yours truly among them) it's an amusing thought that she was once less popular than Rachel's shape-shifting gay cat.
*Isomura Tomomi is, of course, Makoto's VA. The blog entry in question can be found over this way:

That entry also has a few pictures of her cosplaying as Makoto for a Bururaji (Blazblue Radio) event, so don't click it if you're allergic to pictures of average-looking Japanese women dressed like squirrels.
