It was tagged as Twilight Princess because that was the official artwork of the planned Sheik for the said game, but developers then decided to not put Sheik in the end, but the art is still there...
They then decided to put that Sheik's look on Super Smash Bros Brawl, to match the TP Zelda's look.
In case you didn't understand what I said (I fail at explaining at times, sorry >.<), Sheik was supposed to appear in Twilight Princess, but didn't make it in the final version of the game, but her Twilight Princess appearance was still added to Super Smash Bros Brawl.

I wonder what the "Skyward Sword" design for Shiek will look like, considering that they'll probably update Zelda to SS and will even less likely change her moves.

^ I don't know. Something tells me that they will go back to her N64 design to tie in with the 3DS remake. Because, personally, I think making a third Sheik incarnation would be really pushing it.
