This is a mistranslation "am I the only who one is uncut"
Circumcision doesn't really exist in Japan and is done EXCLUSIVELY for medical reasons, AKA, infection problems, etc. the idea that he's be the only "uncut" boy would be beyond unreasonable.
The translation reads "am I the only one who's foreskin covers the head" or "am I the only one with the skin covering" perhaps to an inexperienced circumcised american translator would that translate to the idea that these boys are circumcised but that doesn't happen in Japan. He's referring to the fact that like most prepubescent boys they aren't always capable of fully retracting their foreskins until later in their teens. Unlike the other more grown up boys there, his foreskin still doesn't retract fully when erect..
Why do Americans try to ruin everything with their beliefs that circumcision is normal? even something as mundane as Japanese translations gets influenced by american translations.
