Pretty sure the girl is sage Luka. You meet her at the first mana palace you go to, the Water Palace. One of the giveaways, apart from just the way she's drawn and the distinct shape of her tiara, is the spear she's holding with her left arm. She gives you that mana weapon.

And if there's any tags that need to be added for this, she's also like 400 years old. age_difference maybe? Iunno.
