Actually, that phrase was a double take like that. It meant that talking could divulge secrets to the wrong people, obviously. But, it also meant that engaging with hookers on shore leave (loose lips) was also a bad idea. You could contract venereal disease, or you could end up saying something inappropriate, and again, what gets said could get around to the wrong people. Sometimes a boozed up sailor would start spouting off stuff to a hooker to impress her. But, sometimes the hookers were actually paid by governments (or just bullied and harassed by them) to divulge what the sailors talked about. So ... yeah.
