The head size itself is ok, but it's actually the neck that looks too short (or the head may be a little too round, making it look kind of flattened/shrunken down at the top). The disproportionately large breasts make it more noticeable. If her breasts (and, probably, ass) were just a little smaller, it might not be noticed at all.
I, personally, wouldn't call it a "masterpiece" because it's sort of sketchy and unfinished looking (except the face and body) and the proportions are a tad off (maybe I notice it more because I'm an artist myself?), but it's certainly not bad art.
On an unrelated note, why do so many artists draw folds in the nipples like that? Nipples don't have anything like that on them, so I kind of wonder where that originated.
