I can also count three.

First there's the one who's the focus of this picture.

Second, there's the arm pulling off her top. Look closely, it's not hers. It belongs to whoever's hair is coming from out of frame. Her leg is also under the breast of the main woman.

Third, near the arm pulling off her top and her head, there's a crotch that can't belong to either of the previous two women.
