For Pokémon maybe, but across the whole yuri/yaoi demographic, yaoi is vastly, vastly bigger.
And this can be seen as yuri if you want it to be, and it doesn't if you don't want it to be, I personally think, from where they're putting their hands, that this is a more... intimate embrace.

No, Anon6 is right. You look at their body language, you look at the placement of their hands, there's almost certainly an attraction here. Touko/Hilda is holding Mei at her waist, and Mei appears to be taking Touko's jacket off.
Friends hug each other around the shoulders or something. This is almost certainly more than platonic. Body language speaks miles, people.
