She DID fool them. Some of the pirates are clearly thinking she might be a girl, but aren't actually sure. They never knew for sure that she was a female. Downvoted the wrong person there, guys. Unless it's just the "I hate her with big tits" part.

There's no evidence (at least in the fan translation) that she fooled them. They did find her when she was little, so they would obviously know. One of the pirates professes his love to her before it is revealed that she is female. Also, in the pub in Tule, you can go into her room while she's asleep and find out early; do you really think in her whole life no one in her crew would have done this? She clearly could not have started out as a captain, so she wouldn't have always had her own room or whatever. The reason she dresses as a man is to be taken seriously to people who AREN'T in her crew.
