I've seen that page in Hyrule Historia, but why would Fi having arms in one early concept art mean she must've had arms in her finished design? At certain points in the game you can actually manage to see she lacks arms under her cloak. Not to mention all the other differences between the old concept art where Fi has arms and the Fi you see in Skyward Sword.
No offense, I just seem to be coming across more and more comments stating Fi has arms, on a number of Fi pictures, and I'd like to get to the bottom of it.

Ignoring the concepts on page 13, the idea that should be taken as proof of Fi having arms are the pics from the bottom of page 12, (yes, I'm using my physical copy for reference) as it is the closest to the final design and shows no indication that the arms were erased in the final design.
The "cloak" she wears allowed Nintendo to not have to render her arms, though her animations give weight that cloak has support rather than falling flat constantly.

Ignoring the concepts on page 13, the idea that should be taken as proof of Fi having arms are the pics from the bottom of page 12, (yes, I'm using my physical copy for reference) as it is the closest to the final design and shows no indication that the arms were erased in the final design.
The "cloak" she wears allowed Nintendo to not have to render her arms, though her animations give weight that cloak has support rather than falling flat constantly.

I see your point and I agree you have a valid theory about Nintendo not rendering her arms to cut down on polygons (truth be told I had also considered it), however there are other rather obvious design changes that were made. You can compare the design that shows her arm to the main image right above it as that is obviously Fi's final design that went into the game. So to say for sure they weren't omitted would be just as mistaken. I also think that in the final concept art if Fi did have arms her hands would be visible at that angle, but that's debatable. Considering Fi is pretty anti-gravity I don't think she would require arms to give weight to her cloak and have it levitate.
I suppose in the end though nobody can know for certain unless Nintendo gives the word. Until then, I have to say I prefer to think of Fi as lacking arms, and technically she really does in the game regardless of the motives behind that decision.
