No its wrong in both cases. Its "Is this Photoshoped, or why is everyone in the photo ignoring her?" The "is" was in the wrong place.

the background is photoshopped with her in it she is from a different pic while the background is also from a different picture

I see cosplay and gravia photoshoots occasionally in Japan, most people are pretty much used to them by now.

There should be no or. Two separate sentences or a link between the two using 'because'
"Is this photoshoped, because everyone's ignoring her?"
"Is this photoshoped? Everyone's ignoring her."
