Tewi is a wild rabbit, and one can easily assume that when she became youkai and took humanoid form she probably didn't bother wearing clothes for several years, at least. Thus it is easy to imagine Tewi being resistant to cold.
As about Chen, for the purpose of this picture, we can assume that Chen grew up in Yakumo household (which is in no way cannon - but there is also nothing in cannon that contradicts it), and therefore is not accustomed to cold like Tewi is. (Although cannonically, Chen wears fairly light dress and socks in winter, so cold doesn't seem to bother her either.)
P.S.
And don't feel bad, Tsaitek, I highly doubt that master of Bamboo Forest of the Lost can possibly be underprivileged.
