The source URL doesn't link to the page. Found Pruzjinka's gallery and this appears to be source images:

"Uzumaki Kushina (c) Kishimoto"

So I assume it may be a fan character?

No, it's actually Kushina, judging by that credit.

I'm on DeviantArt myself, people generally say " [character name] copyright [creator]" to give them credit when they draw the copyrighted character in question. (Ex. when I drew Alice Margatroid from the Touhou game series, I put "Alice Margatroid and Touhou are copyright ZUN" in my description for the image)

When it's a fan character, they usually say "[series the fan character is for] copyright [creator], [fan character name] copyright me/[their account name]"

So I'd bank on it being her (plus, it looks like Kushina).

They are in this picture, though.

I can't even count the number of times I've seen artists take liberties with eye colors. I feel like half the time, they think back and go "hmm, her eyes are some light color, so let's go with green" or "I think he has dark eyes, so let's make them purple" when drawing characters that aren't theirs.

The touhou fandom alone is evidence of eye color liberties, I've seen Marisa alone drawn with gold (the actual color), blue, green, purple or brown eyes, to name a few that come to mind.

It bugs me when artists do that, too. I'm an artist as well, and I at least double check important things like that before I color. It seems lazy otherwise.

I guess he or she made them green, because red and green are a complementary contrast.
But yes - those "artistic freedoms" with characters that aren't the artist one's own creations bug me, too.
But hey - it's a great picture anyways. So just nitpicking.
