This is the female bandits hideout where you get the thong panties. It's pretty high up there at the most top of the base, the pervert arisen rushed and fell.
Why is he dressed as a girl? You need to dress up as a female to pretend your a female or have a female arisen to befriend the the female bandits and walk freely in their hide out or if you choose you can kill them all and gain experience and still get the thong panties.
But there is a catch, at times the panties are not there. So you need to save and reload before opening chest to ensure you get the most desirable panties in the game. :p
