^ I fixed it because I came to this picture while searching for Dizzy Cosplay, and this is no way in hell Dizzy. It's OBVIOUS that it's Cirno from Touhou! No Dizzy to be found!

And by "No Dizzy to be found," I mean that the character isn't trying to be Dizzy by dressing up as her (those aren't her clothes), nor is it Dizzy trying to be someone else (like Cirno).
