Transformers Cybertron is where Soundwave had this particular design. Talks like a deejay, but has same monotone. I thought it was pretty neat, but knowing TF fandom... not sounding just like the G1 incarnation probably makes it high crimes against humanity to a lot of people.
(Of course, the best Soundwave of them all is Animated Soundwave. He practically singlehandedly took over the world. Twice.)
However, this guy is Soundblaster, who (unlike in the Japan-only G1 sequels) is not an upgrade of Soundwave... that we saw. If the one comic story he was in is canon, this Soundblaster is in fact secretly Logos Prime, one of the original 13, and nobody but Vector Prime probably knows that. And Soundblaster/Logos only speaks through Hell Buzzsaw. He is just too awesome to be confined to one probably non-canon comic story that next to nobody got to read. But them's the breaks.
