Anonymous #3, there is only one thing wrong with your explanation: kuroko loves misaka and she doesn't see her as an enemy (kuroko sees touma as an enemy instead)
The theme:
Two main heroines (female protagonists) of a series;
to aru kagaku no railgun is a bit of an oddity because it's not a harem series and kuroko has an unrequitted love for misaka, but no other duos have this relationship
