As far as Gelbooru is concerned, futanari is only characters that have both a penis and a vagina. If there is no vagina, then it shouldn't be tagged futanari. Since a newhalf doesn't have a vagina, the tags don't overlap.

You're free to consider them the same thing anyway if you like, but you still need to follow official tagging policy when tagging.
