anon2: thats because people dont bother to return the dropped item, therefore they never get to find out that they can get a girlfriend in the game or get a chance to trade for pokemon that you can't get in the game by default.

To be fair, that's primarily because the sidequest is impossible without some guide helping you. You have to find an item that the game never gives you a clue even exists (the easy part) and then visit very specific squares in the hexagon around Unova. Then you have to call her based on where the game decides you can call her and keep this up several times.
