Personally, I think Nasu wrote it that way to avoid emotional entanglements and not complicate the relationships, at least not in a way he didn't want. But Fridge Logic sets in, and eventually fanfic authors and fanartists will eventually do what they want. In particular, the Kaleidoscope/mutliverse would be full of parallel worlds with infinite possibilities, practically giving fans license to tell whatever story they want in the setting. Whether or not it's worthwhile is a matter of opinion. Nevertheless, there's a lot open to interpretation outside of the three canon routes, as evidenced by Fate/Extra, Fate/Apocrypha and Fate/Kaleid Liner Prisma Illya.
I actually like the idea of Archer/Saber because he has more or less reached her level, and they are near-equals. He may not have been officially acknowledged as a Heroic Spirit (at least, not entirely through his own strength), but he came close, or at least as close as anyone living in the modern age probably can. To directly address Anon7-
A: Saber certainly didn't like Archer in the setting we saw, but that could change in another context.
B: Yes, but Archer is not the same across every reality, as seen in Fate/Extra where he seems to be similar to, but not quite the same Archer as in Fate/Stay Night.
C: The Archer we know in FSN? Sure, but not every Heroic Spirit Emiya is the same, like I stated in B. Besides, the Shirou in Realta Nua's Last Episode almost certainly got Unlimited Blade Works and became something equivalent to Archer, most likely with the same tan skin and white hair from continually stressing his magic circuits to due his limited potential as a general purpose magic user. He also apparently reached Avalon.
So, a Shriou equivalent to Archer is certainly possible. I could go on, but that would be getting really off track, so I'll end it here.
tl;dr- The Nasuverse is full of limitless possibilities, and so long as you follow the rules of the given setting, or provide a reasonable explanation for them being broken, anything you come up with is entirely plausible.
