No, it means it's a full moon and she's going to turn into a werewolf as the moon rises. OF COURSE it means she's ovulating! Virgins...

I don't know, I think the werewolf thing may not be far off. As demonstrated by Charmed, if there are two blue moons in the same year, women - particularly powerful women with access to lots of magic such as the Charmed Ones (and Tifa, of course) - can turn into PMS werewolves. I can think of few days more dangerous than one in which this can occur. In another couple of seconds, that blue moon is going to rise and she's going to go furry and rip both of their throats out.

Nanaki will probably prefer her in her transformed state, though.
