#1 is the lead girl, and is checking to see if the new recruit has a good enough tongue. It could also be the order. If the new girl can make it through all the girls, she is brought in. From the looks of it, the others have already had their fun (little sweat drops can be seen), so #1 is the final judge.

The problem is the more girls in the harem, the less likely the new girl is to make it to the end.
