It's simply a fetish. Same as blowjobs, handjobs, paizuri, etc. No one said it's better than penetration. It most likely isn't. I personally still fetishize it more for some reason. Some things you can't really explain..

It could have something to do with the fact that in buttjobs and the like, the focus is fully and only on pleasuring the one with the penis. Giving a feeling of that they are "doing this for you, and not for themselves." Of course, this kind of mindset just applies to some people, and only when the buttjob/service in question is consensual.
