it's a cameo appearance of one of sazae-san's characters, his name is Anago-san, he also appears in another one of kooteng berg's illustrations in his gallery, too bad that he's not in the tags probably because they didn't notice that he was in there!the other problem is that he's not that popular like any other characters in the anime fandom in the west.
