They both ended up at the orphanage. That's why Squall calls her "Big Sis" because she was slightly older and he got to the orphanage with her.

Laguna left before squall was born and i think he didn't know of his existance.

The reason he left was to defeat the witch of Estar.
After that he had to remain there as he had become the leader of estar, to prevent such event ever from happening.

But yes,..... sad story
