This is one of those strange animation quirks they use to avoid complex movement by excluding certain body motions in animating. (Which in this case is pretty much ignoring her ass altogether.) Considering she is on her knees and using one arm (or even two since I can't really see the other) to hold herself up, the motions suggest that she's going 'up-and-down' with her torso and not 'back-and-forth,' with her entire body, which would have brought a bit more... life, to the scene. Despite that, you would still see some movement in the lower body anyways, even if most of the motion is in her upper-body.
They just didn't feel like animating it honestly. I call it laziness c:
