Must be fan made or a character sketch of a never-made character by the official artist. No character in the star ocean games dress like this or has that hair and ear combo.

If you read the manga, this character is not in it either. But here is my guess.
This could be Leon's Geeste's mom.
She was only shown a few times in single frames. This character and the mom have similar hair styles and ears. Outfits semi-semilar too.

Character is Shina Swallowmane. Exclusive to the Drama CD, but given promotional artwork. Her sword, is actually a demon named Blurtgang, who has a symbiotic relationship with Shina.
