I believe Masa was making fun of how Bowser is like, the father figure of eight Koopalings and the biological father of BJ and because of that, Bowser could NEVER bring himself to hurt a little "defenseless" baby. But also it's a parody on Bowser's macho attitude (manly man), and it wouldn't be cool or manly to hurt children, even if they are your sworn enemies.
