Technically Roll and the original Rockman are just Robots and aren't technically related by any means other than the fact that they were designed by the same man

it says that Roll is thought of as Megamans sister not that she technically is

however in the Legends series Megaman Voulnut and Roll Casket aren't related like at all Roll being Barrels granddaughter and Megaman being an adopted son he found in a ruin on Nino island perfectly allowed in that case
