Lina has B-cup breasts. The series creator has drawn her naked, and she's not flat-chested. It's just that all the other girls in the show are so spectacularly stacked (every one of them is at least a D), she looks tiny next to them. That and Gourry is such a numbskull that he keeps giving Lina crap about it.

It's a contradiction, because her petite body frame could barely support birthing a child.
