Ok, to provide some context:
It's actually about drving tanks (yes really) in context of a tournament against other schools. They use special equipment so one one inside the tanks gets hurt (just roll with it)
Even though this one was a trainings match the school is dedicated to win this tournament so the student council impose punishment in form of dancing this embarrassing anglerfish dance on the main characters who give orders and as you can see they lost.
The last three girls (normal, smiling and don't give a shit) are the student council who showed some sportsmanship and also participated in this dance.
