The whole reason power levels were introduced were to be inaccurate and total BS. Notice it was only the "bad guys" who actually had any stock in the numbers, while the "good guys" cared only for pushing their limits, trying their best, and fighting for what they believed in, they'd eventually win because of their own spirit, not the numbers.

Power levels were supposed the be bullshit the whole time, and that concept just flew right the fuck over the entire DBZ fandom.

The Daizenshuu's were quasi-approved by Toriyama. Approved, but not in too much detail which is why they contradict the anime and manga from time to time. He definitely stated that adherence to the power levels limited his ability to be flexible.
