I see a lot of fan art where Makato is built and I gotta say, I like it. It works not just with her design but also in context story wise in that she is a mostly melee fighter and in the military.

I wouldn't mind Arc System making muscle Makato canon one day. Plus who doesn't like 6 pack abs on a hot chick.
