He wanted the clones to say themselves that they wanted to live. When none of them said that, he thought of them as worthless puppets who couldn't think for themselves. If you notice when he's fighting the first clone and wipes her out, he's about to leave but they tell him he's not finished. Then number 1 shoots him and it kills her and he gives a sigh and says "So that's it, huh?"

I think, outside of the anime-context, that this image is beautifull. I mean the contrast between something so small and "pure" (clean), and something overpowerd, full of anger and darkness. (blood)
