yeah, having used strap-on I can say for certainty its is recommended you use condoms, from a purely hygienic reason. Some dildos are hard to clean, and its better not to get them dirty in the first place.

Yes I have played with a strap on with both men and women, and I recommend you use a condom. Especially if the dildo part is very soft an rubbery. It means it can very dirty and absorb things you may not want it to. Plastic, latex, and rubber can be slightly porous.
