On an interesting side note, while trying to translate these, I was given three possible definitions for one term; 10,000, a ninja weapon diguisd as a pair of garden shears, or female masturbation. Interesting.

Looks like they're playing Mahjong. (The real one, not the fake tile-removal one.) 10,000 points makes sense. Maybe it's some sort of a cheesy double-entendre?

That's a churen poto, or "Nine Gates" and it's a limit hand. Judging by the ⑨, I'm guessing Cirno mispronounced it "kyuuren poto".

Also she actually fouled there, a proper Nine Gates is 1112345678999 plus one more tile in the suit. The hand she has has an extra tile.
