Since subjective tags are not allowed on gelbooru, "ugly_man" is not defined based on subjective criteria, and thus it is not necessary to be able to see the character's face. Specifically, the tag is based on the artist's intent, regardless of anyone's actual opinion, so as long as it can be proven that the artist's intent was for the man to be ugly, the tag applies.
