It's Ainstar. Right by the Pokémon Center so you see her right when you fly there. She is my favorite of their designs as well.

I totally fell in love with her design, like pretty much all of the other female NPCS this Generation. The fact that it's actual artwork and not just sprites probably have a lot to do with why they are so appealing.

But, anyway, she is among my top three, with Shauna and Malva.
