@Anon1: I like to think that things like this are slowed down so that we mere mortals can see what's going on. In reality, the sword transformed so fast that it was instantaneous to those watching the fight.

But still, even if that's the case, these two aren't watching the fight. They are the fight, and they've been moving at that speed for its whole duration. So there's no reason why Satsuki didn't attack Ryuuko here.
