Correct me if I'm wrong, but I'm pretty sure she actually did have panties on in this point. Throughout the episode Charlotte's panties kept disappearing off of her body due to some malfunction of her IS summoning device. She spent most of the episode "going commando". Earlier in the episode Laura saw that Charlotte wasn't wearing any panties, but wanted to make sure. In this scene Laura lifted up the back of Charlotte's uniform to check if she was wearing panties or not and she says "so you WERE wearing panties". Charlotte got excited after hearing this (because her panties finally stopped disappearing) and says "Ichika, Ichika, look I am wearing panties" or something like that and she lifts the front of her uniform up to show him.

I'm not sure if I should remove the tag or not though, because, even knowing that, it looks like she isn't wearing panties.

Yeah, she has panties on at this point so that one tag is wrong. You could argue that tag what you see and you don't see her panties, but then shouldn't every pic where you see no panties be tagged like that
