See how the uploader is the danbooru bot? That means the post was automatically imported with all it's tags from danbooru.
However, notes can't be automatically imported, so we get a situation where there's the "translated" tag, but no translation.
Of course, it also means that you can look it up on danbooru and copy over the translation if you so desire. It's not like people wouldn't appreciate it.
I find that the easiest search to do on danbooru to find a translated image is artist name+translated. That usually brings it right up, so the translation can be copied over.
