The last time they put out a game where they focused so much on the costumes was 3rd Birthday, and that game was awful. That doesn't mean this game has to be, but games with a large focus on fan service usually aren't that good...

Final Fantasy was always an action game tho. Even if the graphics couldn't always display it bluntly. Its an fighting, action, turn based, role playing game.
