There ARE cyber penises and cyber vaginas in the world of Ghost in the Shell.
All versions of it; manga, movie, TV series.

Motoko has been a full cyborg since she was a little girl, most of a human brain (sometimes depicted as less) in a completely artificial body.
And she has lots of sex in the manga, is implied to in the TV series, and while not so much herself in the movies, in the second movie "GITS: Innocence", there are "Gynoids", basically robot sex slaves...
Lots of Cyborg sex!

Now, if you want to say this can't happen because of the complicated relationship between Motoko and Batou, and that he loves her, but she keeps him at arms length because she is emotionally distant and doesn't want to complicate their professional relationship with sex, and doesn't want to give him false hope in giving him something that she doesn't want to, or isn't ready to provide.... well, that's another matter.
