If Akuma was the leader of Shadaloo, the government would eventually find out about the Satsui no Hado, and he would be an even greatr threat then Bison ever was, and much more bloodthirsty. Not only he would be a monsterous problem, but Ryu would have to deal with the goverment going after him as well, and he would would have even bigger problems then just dealing with his own personal problems of how to keep himself from falling into the Satsui no Hado's influence and turning into a bloodthirsty demon going around craving murder. So yes, be greatful that there is no Satsui no Hado user being the C.E.O. of Shadaloo, that would be terrifying.
