On Gelbooru, the tag "loli" is entirely based on physical appearance. Age does not matter. If a character does not have the appearance of a child, they are not a loli even if they are 8 years old.

For example,

Yagami Tama is 9 years old, but she has the body type of a woman in her 20's, so she is not a loli.

On the other hand, Flandre Scarlet is 495 years old, but she has the body type of a child (at least in most depictions), so she is a loli (except when she's depicted with a more developed body type).
