While the animation on Satsuki is good......just look at Ragyou. She's supposed to be dodging but instead they just used one image of her and slightly moved it back with each strike xD.

From its inception Japanese Anime has had a thing with being made on the cheap or on a budget. It started as basically stills with voice overs and if a corner can be cut, it is.
That's something we've come to know and love about the medium.

That said, it's now use tongue in cheek style too because it's so common and well known, and I think that's what TRIGGER were going for with this, instead of just lack of quality.
