If you want something done about it, why don't you ether start a social media movement and/or organize demonstrations in Japan? If you want the government to do something you have to convince them that it is in the interest of the voters to legalize uncensored porn. I'ts not that the government officials want censored porn, at least not the male part, it's just that they can't without risking their job, social status, how their family looks at them and so on.
